Port of Kingston Passenger Ferry Manager
The Port of Kingston is a public port district located in Kingston, Washington. The Port is a special purpose district governed by a three directly elected commissioners. The Port operates a marina with a gas dock and boat ramp, an upland park area, a parking lot and leases a car ferry terminal to the State of Washington. In 2007, the Port received a grant from the Federal Transit Administration to establish a passenger ferry between Kingston and Seattle. The Port Commission is currently seeking a part-time manager for this Passenger Ferry line of business, which will grow into a full-time position. This is a staff position with employment benefits. The position overview below describes the responsibilities and general qualifications for the position. PURPOSE The Passenger Ferry Manager will work with the Port Commission to plan and implement the Port of Kingston’s new Ferry Service to assure safe and dependable service for its users and financial stability for the Port. MAJOR
RESPONSIBILITIES:
- The Ferry Manager shall report directly to the Port Commission and is an “at will” employee.
- This is a salaried position that requires flexibility; at onset a 20 hour work week is anticipated, growing into a full time position as Executive Director of the Port once the service begins.
- Administer Federal Transit Administration grant.
- Support Commission in refining ferry service business plan.
- Develop ferry service budget.
- Acquire ferry, including construction and delivery, in accordance with federal grant requirements.
- Work with business manager to establish accounting system.
- Establish reservation/ticketing system.
- Negotiate labor agreements for vessel manning. Hire crew/staff.
- Negotiate agreement for Seattle terminal.
- Create marketing/communications plan and implement.
- Establish partnerships with federal, state and local governments, as well as private and civic beneficiaries, to support the ferry program.
- Develop other market opportunities for vessel.
- Perform other tasks that may be assigned by the Port Commission.
- Represent the Port to private and public bodies.
- Keep the Board of Commissioners equally informed of all pertinent information regarding ferry plans and operations.
DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES:
- Bachelors Degree in business, public administration, or maritime-related field.
- Graduate degree in business, maritime or public administration relevant.
- Ten years of industry experience at management or business development level.
- Certifications and Licenses: None required but USCG licenses and certifications are relevant.
- Proven strong organizational, business development and management skills.
- Ability to develop and implement a business plan.
- Strong interpersonal skills to effectively communicate (in writing and verbally) with a wide range of public and private audiences.
- Demonstrated analytical and problem solving skills.
- Working knowledge of applicable federal, state and local laws, regulations and practices of public enterprises and/or marine transportation businesses.
- An understanding of West Sound transportation issues is relevant.
- Must possess a valid Washington State Driver’s License.
- Ability to deal with the public calmly, confidently, and politely.
- Ability to communicate both orally and in writing.
- Be able to work in harmony with the Board of Commissioners.
- Knowledge of personal computers including commonly used word processing, spreadsheet and data base software.
- This position involves both outside and inside work.
- A Kitsap County resident is highly desired.
SALARY:
Salary will be based on qualifications and experience.
